CLE: Emergency Communications for Satellite Services

The FCBA Homeland Security & Emergency Communications Committee will sponsor a CLE on Tuesday, May 14, 3:00 – 5:00 p.m. ET entitled Emergency Communications for Satellite Services. This program will be held virtually via the Zoom platform.

The FCBA will apply for 2.0 hours of MCLE credit from the VA Bar.  This program has not yet been approved.

FCBA no longer offers CA MCLE credit to attendees.  If you wish to obtain CA credit, you must apply for it on your own.  FCBA will, however, provide a generic certificate of attendance that may be used.  Please click here for more information on the CA Bar Standards for MCLE Activity Approval and Requirements.

There remain in the United States remote geographical areas that are difficult to reach with traditional terrestrial networks.  As part of the effort to bring ubiquitous connectivity to everyone, everywhere, the FCC recently adopted a regulatory framework for Supplemental Coverage from Space (“SCS”) to help close these gaps in connectivity.  These rules will facilitate collaboration between satellite operators and terrestrial service providers to provide satellite-based connectivity directly to consumer devices using spectrum previously allocated only for terrestrial use.  This has significant implications for public safety, as it expands the availability of emergency communications like 911 to remote, unserved, and underserved communities.  It also poses some challenges, including avoiding harmful interference for existing operators in the relevant bands, that are critical to resolve so that SCS may realize its potential.

This CLE will include speakers from the FCC’s Space Bureau and Public Safety and Homeland Security Bureau, Intrado, Iridium, T-Mobile, and other key stakeholders.  The first panel will focus on the FCC’s recently adopted SCS order and how the new rules will be implemented.  The second panel will cover the FCC’s Further Notice, which seeks comment on additional proposals for public safety within the SCS context.
