The FCBA Engineering and Technical Committee will sponsor a CLE on Tuesday, April 29, 2025, 3:00 – 5:00 p.m. ET entitled Policy Developments for Uncrewed Aircraft Systems. The program will be held virtually via the Zoom platform.
This CLE will be focused on spectrum and other policy developments for Uncrewed Aircraft Systems (UAS). The event will feature opening remarks by John Lockwood, Senior Legal and Policy Advisor in the FCC’s Office of the Bureau Chief, WTB, and two expert panels to unpack the FCC’s August 2024 Report and Order and other actions to support the rapidly evolving UAS industries.
The FCBA will apply for 2.0 hours of MCLE credit from the VA Bar. This program has not yet been approved.

3:10 – 4:05 p.m. The 5 GHz Report and Order: A New Path for UAS Control Communications
The first panel will explore the FCC’s August 2024 Report and Order, which adopts service rules for control-related communications in the 5030–5091 MHz band and authorizes interim, non-networked UAS operations in the 5040–5050 MHz segment. This action sought to provide a stable foundation for aviation safety and spectrum access while balancing the needs of other spectrum stakeholders. Did it? Panelists will assess the impact of the newly adopted rules on: Aviation safety and spectrum efficiency, UAS deployment and industry adoption, and operational limitations and technical considerations.
4:05 – 5:00 p.m. Facilitating Opportunities for Advanced Air Mobility
The second panel will examine the emerging Advanced Air Mobility (AAM) ecosystem. Panelists will discuss AAM use cases and recent advances in the technology, including technology used for flight command and control. In addition, the panel will consider how the FCC’s policies align with broader federal efforts to integrate AAM into the national airspace, including coordination with the FAA and NTIA, and what steps may be needed to support future innovation in drone delivery, air taxi services, and other AAM applications.
