CLE Seminar: The Future of Universal Service: Next Steps in Consumers’ Research v. FCC

The FCBA Wireline and Judicial Practice Committees will jointly sponsor a CLE on Tuesday, December 10, 1:00 – 3:00 p.m. ET entitled The Future of Universal Service: Next Steps in Consumers’ Research v. FCC.  This program will be held virtually via the Zoom platform.

The FCC’s Universal Service Fund faces scrutiny as the U.S. Supreme Court considers whether to hear challenges to its constitutionality in a series of cases brought by Consumers’ Research.  Earlier this year, Fifth Circuit ruled en banc that it violates the non-delegation doctrine, while the Sixth, Eleventh, and D.C. Circuit Courts of Appeals have upheld the program’s constitutionality.

The FCBA will apply for 2.0 hours of MCLE credit from the VA Bar.  This program has not yet been approved.

2:00 – 3:00 p.m.          The State of the Universal Service Program

The second panel will discuss recent developments in the FCC’s E-Rate program, contribution reform, and the future of universal service.
