The 2025 FCBA Annual Seminar will be held at the Hotel Hershey in Hershey, PA on May 16-18. The Annual Seminar Committee is planning what promises to be an outstanding program filled with the latest information on telecom issues and great networking opportunities. Hotel Information
Important Room Reservation Information: The FCBA special group rate will only be guaranteed through TUESDAY, APRIL 8. After this date, it is likely that the room rates will increase.
Guests should make reservations online by accessing the following link https://www.thehotelhershey.com/qr/JHCENHKF5O/ which will direct you straight to the FCBA reservation site. You may also call 855-729-3108 and identify as part of the Federal Communications Bar Association group. The room rate is $399 per room, per night, however, there are no resort or parking fees.

Registration
TO REGISTER AN INDIVIDUAL:
- SIGN IN to your account (https://members.fcba.org/login.aspx) using your credentials.
- From there, go to EVENTS – 05/16/25 Annual Seminar Individual Registration. If you are not signed in, you will not receive the member discount.
- If you are signing up on behalf of a member, sign in using their credentials (username and password).
- Step 1: Register the Primary Attendee first.
- Step 2: Complete the Attendee Info.
- Step 3: On the Attendee Selections screen, select the registration ticket.
- Step 4: Indicate if you are signing up for a Saturday afternoon activity. These are optional and you may only select one since they occur at the same time. Additional fees apply.
- Step 5: If you are not adding a guest, select Save and Finalize Registration.
- Step 6: If you are adding a guest, select Save and Add Another Attendee.
- Step 7: Repeat steps for all guests.
- Step 8: When all guest registrations are complete, click Save and Proceed to Checkout.
- Step 9: Make sure to check your cart in the top righthand corner before Proceeding to Confirmation.

Annual Seminar Stipends Available for Government Employees
To promote the goal of broad attendance and boost participation from government employees, the FCBA is offering up to 10 Annual Seminar stipends of $160.00. The stipends will reduce the government registration fee from $260 to $100. The registration fee covers Friday and Saturday receptions and dinners, Saturday and Sunday breakfasts, group entertainment, and attendance at the seminar.
Stipend recipients will be responsible for the government registration fee of $100 and all other costs of attending the Seminar, including travel and lodging expenses.
Stipends will be available on a first-come, first-served basis. Applicants are urged to apply early.
Information and Application Instructions:
- Stipends are available to full-time government members.
- Applications will be processed on a first-come, first-served basis. The cut-off date for applications is Friday, April 11, 2025.
- Stipends may be applied only toward the registration fee for the 2024 FCBA Annual Seminar. Individuals receiving stipends are responsible for the remainder of the government registration fee ($100), and all other costs of attending the seminar, including travel and lodging expenses.

The social side of the seminar will begin with a reception Friday evening followed by our family dinner. After dinner, attendees will have an opportunity to compete for unique prizes at the always popular Bingo Party. Later in the evening the FCBA’s Club Karaoke will provide the opportunity for one and all to showcase their singing talents for their colleagues, families, and friends. Saturday will open with breakfast in the Circular Dining Room. Saturday afternoon will feature FCBA golf and a group activity at Chocolate World, including a Create Your Own Candy Bar experience and a trolley ride though the town of Hershey. Saturday evening will feature a reception followed by a dinner buffet and evening activity. Sunday morning the seminar closes with breakfast in the Circular Dining Room.
Saturday Afternoon Activities
Golf Participate in the golf outing and enjoy an afternoon at the Hershey Country Club, a private, year-round destination for Members of all ages – steeped in a rich history and destined for a sweet tomorrow. Designed by Maurice McCarthy in 1930, the West Course is a traditional, yet ever-enjoyable course. Enjoy sweet, bird’s-eye views of the town of Hershey as you play your way through a leisurely day of golf. The West Course requires all 14 clubs, making it great practice for golfers of all skill levels.
Customized Chocolate World Activity Spend your afternoon experiencing Chocolate World and the famous trolley ride through the town of Hershey. Start off with the Create Your Own Candy Bar experience. Dream up your perfect candy bar and watch it come to life, from flowing chocolate to solid bar. Choose your ingredients and design a personalized wrapper! Next join your conductor on an in-depth sightseeing and chocolate-tasting journey throughout Hershey of today and years past. As you learn about the life of Milton Hershey, you’ll visit all the historical sites in the town he created, from his birthplace and the original HERSHEY’S Chocolate factory to the famous HERSHEY’S KISSES streetlights and his historic home, Highpoint Mansion. After the tour, you are able to learn how tropical cocoa beans become world-famous HERSHEY’S Chocolate on our chocolate factory tour ride. Space is limited, so register as soon as possible.
Getting There
The Hotel Hershey is about 2 ½ hours from DC by car without traffic. We STRONGLY advise that you leave very early on Friday morning (or even Thursday afternoon) to avoid traffic issues.
